The 51st Annual State Meeting (ASM) was held at The Lodge on Crooked Lake, Siren, Wisconsin on September 17h through the 19h, 2003.

WEDNESDAY, SEPTEMBER 17th, 2003

CALL TO ORDER

The meeting was called to order by President Pam Hollnagel at 9:30 am.

 

B U S I N E S S   M E E T I N G

ROLL CALL

Roll call by Secretary Janet L. Krucky. There were 52 counties present during roll call.

INTROUDUCITON and NEW MEMBERS

President Hollnagel introduced new Regular Members:

Marge Johnson – Lincoln County

Jacqueline Bramsen – Polk County

Mary Hickey – Sheboygan County

Sharleen Croes – St Croix County

Nick Gamroth – Tempeauleau County

Becky Nordstrom – Douglas County

READ & APPROVE 2002 ANNUAL STATE MEETING MINUTES

All members of the WRPLA received copies of the 2002 ASM minutes. No changes, corrections or deletions to the minutes were suggested. A motion to dispense with the reading of the 2002 ASM minutes and to approve the 2002 ASM minutes was made by Lori Scully, seconded by Roxanne Scott. No discussion. Motion carried.

AMENDMENTS & APPROVAL OF 2003 AGENDA

The agenda was amended to move the Welcome Address & Response to Thursday morning. Motion to approve amended agenda by Roxanne Scott, seconded by Nancy Schmidt. No discussion. Motion carried.

TORNADO! – KATHY SWINGLE

President Hollnagel introduced Kathy Swingle, Burnett County Surveyor & Land Records Director. Kathy gave a presentation on the Siren tornado of 2001. She highlighted on how important the Listers office was in getting mailing lists, values and other information to the officials that need them. Kathy explained how important maps were and the different kinds of maps used, she made a point to say that each map should have been dated.

TRUSTS – GEORGE BENSON

President Hollnagel introduced George Benson, Attorney at Law, Siren, WI. Mr. Benson gave an overview of the different kinds of trusts and explained what each trust is designed to accomplish. He told the attendees how trust effect real property and personal property.

The ASM recessed for lunch at 11:45 am to Fort Folle Avoine.

TOWN MEETING/SURVEYORS

A panel of surveyors which included; Dan Ploeger, Sawyer County Surveyor, Steve Geiger, Polk County Surveyor, Steve Waak, Washburn County Surveyor, Norb Rehder, Douglas County Surveyor, Kathy Swingle, Burnett County Surveyor and Doug Crane, private surveyor. The panel answered questions from attendees about; meandered lakes, government lots, certified surveys and many other issues.

Meeting adjourned at 5:00 pm.

THURSDAY, SEPTEMBER 18th, 2003

CALL TO ORDER

President Hollnagel called the meeting to order at 9:00 am.

WELCOME ADDRESS

President Hollnagel introduced Melvin Daniels, Burnett County Board Chair. Mr. Daniels welcomed the Association to Burnett County.

RESPONSE

Past President Brian Braithwaite gave the response to the welcome on behalf of the Association.

ROLL CALL

Roll call by Secretary Krucky. There were 51 counties present during roll call.

ELECTRONIC CONVEYANCES

Mark Ladd, Racine County Register of Deeds showed the attendees a live presentation on how Racine County is handling electronic conveyances. The only documents so far that they are processing is satisfaction of mortgage. Mr. Ladd explained the challenges and rewards of this new technology.

NOMINATING COMMITTEE & ELECTIONS

Nominating Chairperson, Sherri Bierman opened the floor for additional nominations for the position of Treasurer. There being no further nominations from the floor for Treasurer, a motion made by Lori Scully to call nominations, seconded by Roxanne Scott. No discussion. Motion carried.

The regular membership divided into their respective district groups to hold Vice President elections.

ASM COMMITTEE

Al Brokmeier will be hosting the 2004 ASM in Kenosha County, at the Radisson Hotel &Conference Center, September 15th through September 19th.

Pat Wettstein talked about 2005 ASM, which will be held in Appleton, Wisconsin, at the Paper Valley Convention Center. Pat gave highlights of the Appleton area. Rick Pauls will be assisting Pat with the ASM.

The 2006 ASM that will be in Marathon County, Wisconsin.

FOREST TAX

Lori Scully, Forest Tax Ad Hoc Committee talked about Assembly Bill 323.

AUDIT COMMITTEE REPORT

The Audit Committee, comprised of Patricia Schimmel (Chairperson), Kathryn Brugger, and Betty Blumestein recited that the committee did meet and are pleased to report that the records of Treasurer, Clyde Tellock are in order and accurate. The committee thanked Clyde for doing a wonderful job for the Association (see addendum #1). Motion by Lori Scully to accept the Audit Committee Report seconded by Janet Krucky. Do discussion. Motion carried.

The ASM recessed for lunch at 12:00 pm.

Meeting reconvened at 1:15 pm.

DEPARTMENT OF REVENUE

Ken Schuck and Colleen Wasilewski from the Department of Revenue (DOR) reported on the following topics: Wisconsin Act 33 – state budget bill, Manufacturing Assessment Fee, Lottery & Gaming Credit, form changes, electronic filing and new assessment code 5m.

They also answered questions from the members and handed out the 2003 Assessor School Schedule.

CONFLICT MANAGEMENT

President Hollnagel introduced Kristin Hill, MSHSA, UWEX Oneida County. Ms. Hill gave an excellent presentation on how to overcome and understand how and why conflicts happen.

EASEMENTS – JESSIE ISHIKAWA

President Hollnagel introduced Attorney Jessie Ishikawa. Attorney Ishikawa’s easement presentation can be obtained on the WRPLA website at:

FRIDAY, SEPTEMBER 19th, 2003

CALL TO ORDER

President Hollnagel called the meeting to order early 8:30 am. She talked about the Wisconsin Counties Association Meeting that was held in LaCrosse this week and told the members that many of the County Board members did not know what a Real Property Lister is or does. President Hollnagel stated that we need to start educating them. President Hollnagel also thanked Rebecca McEathron Kramer for putting together the display.

ROLL CALL

Roll call by Secretary Krucky. There were 38 counties present during roll call. The Traveling Trophy was awarded to District 3 for having the most members in attendance.

B U S I N E S S M E E T I N G

TREASURER’S REPORT

Treasurer, Clyde Tellock distributed the Treasurer’s Report dated January 1st, 2003 to September 15th, 2003 (see addendum #2). As of September 15th, 2003, Treasurer Tellock showed a balance on hand of $10,925.01. Motion by Brian Braithwaite to accept the Treasurer’s Report seconded by Rick Pauls. No discussion. Motion carried.

EDUCATION COMMITTEE

Education Chairperson, Rebecca McEathron Kramer summarized the Education Committee Report that was distributed to the membership (see addendum #3). Chairperson McEathron Kramer went though the accomplishments of this past year and objectives the Education Committee will be taking on in the coming year. Motion by Roxanne Scott to accept the Education Committee Report, seconded by Phyllis Beastrom. No discussion. Motion carried.

LEGISLATIVE COMMITTEE

Legislative Committee Chairperson, Brian Braithwaite, was having computer problems at the office and could not retrieve his report. (see addendum #4). Motion by Lori Scully to accept the Legislative Committee Report pending reading them in the minutes, seconded by Laura Jean Blotz. No discussion. Motion carried.

ANNUAL STATE MEETNG RESOLUTIONS

John Erickson, read three resolutions drafted by the ASM Committee. The first resolution thanked the management and staff of The Lodge on Crooked Lake in Siren, Wisconsin (see addendum #5). The second resolution thanked our host Roxanne Scott; our welcome address Melvin Daniels, Burnett County Board Chairman; and our presenters: Attorney George Benson of Siren, Mark Ladd, Racine County Register of Deeds, Kristin Hill, UW Extenson, Ken Schuck and Colleen Wasilewski, Department of Revenue, Attorney Jessie Ishikawa, Senator Harsdorf, Kathy Swingle, Burnett County Surveyor.

Motion by Paul Klawiter to accept the Resolutions as read seconded by Phyllis Beastrom. Roxanne Scott amended the motion to include Dan Ploeger, Sawyer County Surveyor, Steve Geiger, Polk County Surveyor, Steve Waak, Washburn County Surveyor, Norb Rehder, Douglas County Surveyor and Doug Crane, private surveyor to Resolutin #2 (see addendum #6). No further discussion. Motion carried.

THE LEGISLATURE & YOU

Roxanne Scott introduced her State Senator Shiela Harsdorf. Senator Harsdorf gave an overview of the legislative process, what is in the budget bill, why and how things are done on the state level. Senator also answered questions from the members.

Roxanne Scott will be taking over as editor of the WRPLA Newsletter.

NEW PRESIDENT

President Hollnagel relinquished the gavel to President-Elect Pat Wettstein.

COMMITTEE APPOINTMENTS

President Hollnagel appointed new committee chairpersons and members (see addendum #7).

There being no further business, a motion to adjourn the 51st Annual Real Property Listers Association Annual State Meeting, was made by Lori Scully, seconded by Pam Hollnagel. No discussion. Motion carried.
