MINUTES OF THE WRPLA BOARD OF DIRECTORS

March 18, 2003

Wood County Courthouse

For distribution to the general membership at the spring district meetings.

 

President Pam Hollnagel called the meeting to order at 9:45 am.  The following individuals were in attendance:

APPROVE/REVISE AGENDA

Motion by Roxanne Scott/Lori Scully to approve the agenda.  Motion carried. 

SECRETARY REPORT

Motion by Roxanne Scott/Laura Jean Blotz to dispense the reading and accept the 2002 WRPLA Board of Directors meeting minutes as written.  No discussion.  Motion carried. 

TREASURER’S REPORT

Clyde Tellock, Treasurer, distributed the following items: WRPLA Treasurer’s Report, dated January 1, 2002 to December 31, 2002 and WRPLA Financial Statement, dated March 18, 2003. 

Checking Account balance as of March 18, 2003 is $6,663.23, without this years dues. 

Motion by Rick Pauls/Brian Braithwaite to accept the Treasurer’s Report.  No discussion.  Motion carried.

COMMITTEE REPORTS 

Annual State Meeting Roxanne Scott, host, of the 2003 ASM at The Lodge at Crooked Lake, Siren, Wisconsin, distributed the Proposed ASM Agenda.  

Tuesday, September 16th.  On your own golf, dinner is scheduled so that golfers and non- golfers may attend. 

Wednesday, September 17th.  Early session Lister Work Shop with a panel from the WRPLA, Legislative Issues, George Benson on Trusts will be in the morning. In the afternoon, lunch and Town Meeting may be held at The Fort with a panel including a; Lawyer, Title, Surveyor(s), Realtor & Assessor, representatives, some issues that may be discussed; Platting. Evening will include pontoon ride, Bar-B-Q with bonfire, followed by symposium and frivolity.  The evening activities and meal will be included with the registration, with an option for guest attendees extra. 

Thursday, September 18th.  Mark Ladd, Racine County ROD will speak on Electronic Conveyances, Nominating Committee and Elections, Annual State Meeting Reports will be in the morning.  The afternoon, Department of Revenue, represented by; Anthony Timmons &/or Frank Humphy, Kristin Hill from Oneida County UW-Extension will speak on Conflict Resolution, Jessie Ishikawa, Author/Attorney will discuss Easements.  The evening will be the Banquet followed by entertainment. 

Motion by Janet Krucky/Rick Pauls for Roxanne to choose the meal for the banquet. 

Friday, September 19th.  Kathy Swingle, Burnett County Surveyor & Land Records Director will give a presentation on the Siren Tornado, followed by the Business Meeting. 

The all rooms for the ASM will be at the state rate of: $62.00 single & $75.00 double.  A continental breakfast will be available free of charge until 10 a.m. throughout the ASM. 

Motion by Lori Scully/Pat Wettstein to approve the tentative agenda.  Motion Carried 

Education Committee Rebecca McEathron Kramer, Chairperson, distributed the Education Committee Report, dated March 18, 2003.  Since the ASM, the Education Committee compiled the survey results for the 2002 ASM in Marshfield and exhibited at the WLIA Conference in Milwaukee.  The Education Committee is in charge of updating the Manual and to get it on the web site.  Two new entries in the Manual will be; map disclaimers and standardized forms. 

The Education Committee is asking the Vice Presidents the have their members bring examples of map disclaimers and standardized forms to the district meetings, and then forward them to Sue McDonald of Jackson County.  The Education Committee plans to have the Manual on the web site by the 2003 ASM and show members how to log on and do searches. 

Motion by Roxanne Scott/Pat Wettstein to approve the Education Committee Report and have the WRPLA booth set up at the 2003 ASM.  No discussion.  Motion Carried. 

Legislative Committee Brian Braithwaite, Chairperson, had no formal report. 

Assembly Bill 48 relating to mailing of property tax bills was mentioned. 

Brian Braithwaite handed out proposed language for 443.136; the Surveyors are trying to rewrite legislation regarding parcel mapping.  Motion by Roxanne Scott/ Lori Scully approve the Legislative Report as given and to forward the amended language to the legislative lead of the WSLS for consideration in their statute rewrite.  No more discussion.  Motion carried

WLIA

Roxanne Scott stated that she was re-appointed to the WLIA Legislative Committee.  She reported on the Governors budget reallocating the WLIA funds to comprehensive planning, she thinks that this will get amended.   

WLIA is planning to revamp their conference schedule so that more members stay on Friday. 

Motion by Laura Jean Blotz/Pat Wettstein to approve the WLIA report as given.  No discussion.  Motion carried. 

MANAGED FOREST LAW

Laura Jean Blotz attended the Governors Council on Forestry in December.  Laura Jean said that much was accomplished.  The group came up with 11 issues and recommendations.  This information will be used in drafting legislation. 

The WRPLA Board of Directors recessed for lunch from 12:15pm to 1:10pm. 

NATIONAL ASSOCIATION OF COUNTY’S CONFERENCE

President, Pam Hollnagel handed out the NACo Conference information.  It was discussed that this would be a good place to promote ourselves, but was too expensive.  President Hollenagel will be finding out about having a booth at the Wisconsin Counties Association &/or the Towns Association Annual Conferences.   

The Vice Presidents should bring up at the spring meetings; ideas of how to better promote ourselves. 

70.09 REWRITE/STANDARDS

Rewriting of chapter 70.09 was discussed.  The consensus was that we needed to bring legislation up to date to reflect and address new technology and the changing way we do our business.  A committee was formed with Brian Braithwaite as chair along with Pat Wettstein, Roxanne Scott, Lori Scully and Jim Wallen. 

The Vice Presidents are asked to bring this up at the Spring District meeting for membership input. 

LISTER BOARD SITE

Corresponding with all members via e-mail was discussed.  Any Lister who has a question or concern that they would like input from the membership on should e-mail that to Roxanne Scott who will then forward that on to all members that have e-mail. 

STATE COMMITTEE APPOINTMENTS

President Hollnagel was wondering if we are involved enough with state agencies.  The BOD felt that we do have liaisons with many agencies.  The only agency that may need more members on was the DOR, David Addison was then appointed to that committee.

COUNTY WIDE ASSESSING

The members present did not see this happening in the near furture, but will keep an eye on it.

NEW BUSINESS/CONCERNS/DISCUSSION TOPICS

ASM Location/Reformat of Committee  President, Pam Hollnagel brought this up for discussion, that with the budgets the way they are to hold the ASM in a central location in the state or have it with another group.  The consensus of the BOD is to leave it the way it is.  

Use Value Collection   President, Pam Hollnagel had a question regarding use value penalty and the collecting of the money.  Each county seems to be handling this differently or not at all.  

Electronic Statement of Assessment   There are some counties doing this and seems to work out, the problems that have come up are with omitted taxes and making sure that the format is what the state requires. 

Affidavits of Correction   President, Pam Hollnagel posed the question to the committee; some counties indicated that they are still having problems, but not as much. 

Internet Information – Public vs Private   Each county is handling this differently. 

Other Jim Wallen, Brown County stated that his department along with the ROD’s have held training session with; Title companies, Surveyors, Attorneys and realtors on what is required, expected and how to fill out documents and how these documents are used by each department.  They ended up holding 3 such sessions and have worked out great.  

Jim Wallen also mentioned that the DOT Project Plats would be starting to be recorded July 1st
