About the Office: The Winnebago County Property Lister’s Department is one of four departments under the “umbrella” of the Planning Office. I operate under my own budget and I am the only department out of the four which is still located in the courthouse. I have two full-time staff persons in addition to myself. Job duties include maintaining the database on the property ownership records, addressing (parcel and mailing), assessments, acreages, legal descriptions, recorded document information, etc. This office is responsible for the work rolls, final assessment rolls, increase/decrease notices of assessment, and status lists. I figure and produce tax bills, tax rolls, which includes the entering of special assessments and a yearly Tax Rate Summary sheet including tax levies and tax rates for each municipality served. We monitor recorded documents and notify zoning officials of ordinance violations. We research documents and related property information in the Register of Deeds Office which has a detailed and complete tract index. I inventory and order assessment and tax state prescribed forms. We review certified survey maps prior to recording.
About the City/ County: Winnebago County covers 454 square miles consisting of 16 townships, four cities, one incorporated village and six unincorporated villages. I am responsible for all but three of the cities. The population is approximately 154,000. We maintain approximately 36,000 parcels. Winnebago County currently uses a computerized mapping system referred to as GIS (Geographic Information System). The software used is Genamap from Genasys, II Inc. Our in-house mapping utilizes COGO with approximately three people performing the duties. The main conversion for GIS is complete. Maintenance of updates is performed daily on GIS.
