About Me: I started working for Lincoln County Dec. 20, 1982 as Clerical Assistant to the Property Tax Coordinator. I became the Program Assistant for the same department six years later. Upon the retirement of the Property Tax Coordinator on April 10, 2003, the position was changed to Real Property Lister and put under the supervision of the Land Conservationist. The two departments were consolidated to form the Land Information and Conservation Dept. I aquired my state Assessor I certification in June 2003.

About the Office: The Real Property Lister resides under the Land Information and Conservation Dept. with oversight by the Land Information and Conservation Committee. Until 2003,the Land Information Office was an independent department with the Property Tax Coordinator as the dept. head, but this dept. was combined with the Land Conservation Dept.when the dept. head retired. We were than moved out of the courthouse to accommodate space needs. In 2008, we moved into the new Lincoln County Service Center. The County Conservationist is the present department head and LIO. The office also consists of the following positions: full time Conservation Specialist and a part time Conservation Specialist, Real Property Lister, 2 GIS Techs (parcel mapping and addressing), County Surveyor, Asst.Surveyor/GIS Tech and two union support staff. Lincoln County has created a Land Services Group which invites all land related departments to meet once a month to share resources and discuss collaborative projects. This helps to alleviate duplication of purchases and services.

The Real Property Lister maintains two budgets: the Tax Description Budget and Assessment and Tax Roll Budget. The mission of the Tax Description division is to provide the basis for the countywide property tax billing and collection system. We maintain the ownership and assessment records, assist town officials with assessment and tax procedures, interpret and transfer all recorded documents on to the Land Records System, process assessment rolls, notices, tax bills, tax rolls, tax deed notices, indexes, sales reports, summaries and miscellaneous data requests, investigate, research and answer property tax questions from the public and maintain the Land Records internet site. The mission of the Assessment and Tax Roll division is to fund the non-personnel costs of maintaining the computerized Land Records System. We contract with the City-County Data Center in Marathon County for the use and support of the Land Records System. This system provides real time access for many county offices, public terminals and internet access. J.Maul & Assoc. provide the municipalities with tax collection software.

Our GIS staff coordinates parcel mapping with the base maps being contracted out and updating done in house. Lincoln County started parcel mapping in 2001 with a 10 year plan. By 2009, we will have 13 of 18 municipalities parcel mapped. In preparation for parcel mapping, the County Surveyor has managed the remonumentation of section corners in 13 of 18 municipalities. He will continue this process until the County is totally remonumented.

About the City/ County: Lincoln County consists of 16 rural municipalities with 3 Lake Districts and 1 Sanitary District and 2 cities with 7 TIF Districts.
