Office personnel consist

Surveyor Assistant, Joanne Timper, Mapping Technician. Property listing is one
section of the Land Information systems that also includes the County
Surveyor, Land Records, GIS and Tax Deed, all being part of the Land
and Water Resources Department.
Duties include maintaining accurate lists and descriptions of
all parcels of real property in the County which are subject to tax
and those exempt from such tax.
Provide lists, maps and descriptions for the use of assessors,
municipal officials and the general public. The Real Property Listers
office is responsible for 42,000 parcels listed in computer files
which are used to process the assessors work rolls, assessment rolls,
notice of assessment, tax rolls and tax bills.
The treasurer’s data files are built from these files for the
collection of taxes.
Deeds are reviewed and processed according to ownership changes which
vary from a simple name and address change to transfers (approximately
5,200) and complex creation of new parcels/splits (approximately 870).
All parcels must receive a parcel ID of the prescribed type and
a permanent record created.
From these lists, the assessors work roll is prepared where they place
the assessed value of the parcel.
These numbers are transcribed from the assessors work roll to produce
the assessment roll and notice of increased assessment.
Once the municipality processes this, it is returned and any
changes made are processed.
Then special assessment rolls are created as well as the placing of
manufacturing values, which are received form the Department of
Revenue. The process
continues with the levy process by all taxing jurisdictions which are
entered into the computer which prepares a statement of taxes and then
builds the tax roll and tax bill files which the department then
prints and distributes to the local municipalities.
To support the accuracy of this process, maps are continually
updated and reviewed as conditions warrant which is found to be a
valuable asset and essential part of the taxation process.
This division also provides labels, tabulation data and tax
maps for particular requests.
The department also reviews and comments on all certified survey maps
and plats (State and County) prior to recording. In addition, this office also provides mapping and
coordination of the Counties physical addressing. Oconto County contains
approximately 155,000 acres of national forest lands and approximately
1,006 square miles of land area.
The County consists of 29 municipalities, three Cities and
three Villages. Having a
1990 population of 31,747, a count of 42,000 parcels, and a total
value of $1,208,906,876.00 (Manufacturing, Real Estate and Personal
Property). Oconto County took its
first active role in parcel mapping and in 1980 paid $192,088.00 to
parcel map the entire County, mapping each section on 30” x36” mylar
at a scale of 1” = 200’.
At present these maps are being digitized and registered to the
Oconto County coordinate system by staff and internships.
The maps are being built with ESRI software, ArcInfo and
ArcView. This mapping is
in turn linked to the real estate data residing on the AS/400.
Presently, mapping is being handled by land 1½ persons, and at
current pace the estimated completion time is 2010. |
