Green County - DISTRICT #4
The
Property Lister is a part of the County Treasurers Office and is
under the supervision of the Treasurer.
The
average number of transfers per year is 1,600 and the average number
of splits is 200.
The
duties of the Real Property Lister are:
to record property transfers from the Register of Deeds
records; maintain and update changes on the computer for generating
assessment rolls, tax rolls and tax bills (both real and personal
property); map and process split parcels; work with assessors to
correct descriptions; update alpha file; and assist the public with
real property problems.
Green
County is a rural county covering 585 square miles or 374,272 acres,
with 16 townships, six villages and two cities.
The estimated population is 31,000.
We have approximately 23,500 parcels.
We
are computerized with an AS/400 system.
Systems Management Group provides all programming services,
main-frame storage and management.
Presently we have four terminals and a PC with main-frame
linkage or stand-alone usage. Printing
is done at the Courthouse with the exception of bills and lengthy
prints which are done at Systems Management Group which is located at
the Data Center. In
1999 Green County began their parcel mapping project by releasing an
RFP for Parcel Mapping and procuring the services of a GIS consultant
to assist in the implementation of our plan and other land records
modernization activities. As
of February 2000, two townships have been parcel mapped and we will
continue mapping towns with additional contracted mapping services in
the future. The maps will be created in a topological Arcview environment
to ensure use to the data in a GIS environment.
The PLSS files from the DNR Wisconsin Land Net base will be
used as a framework for the parcel mapping project to the County
Coordinate System. Green
County will also use digital orthophotography to assist in the
mapping. |
