Real Property Lister’s
position is located within the Land Information Division and is
supervised by the County Surveyor (Matthew Janiak). The Land
Information Division is part of the Planning and Development
Department (P&D Dept). The P & D Dept. also includes the Land
Conservation Division, Planning Division, Land Use Controls Division
and Housing Authority Division. In order to perform the duties of the
Real Property Lister there is a Land Information Technician within the
Division (Alex Rykal) who processes incoming deeds, updates parcel
maps, assigns county property addresses and processes metes and bounds
parcel splits. An Office Associate position within the P & D Dept.
(Judy Saumer) is our data entry person. Judy also types-up letters on
deed errors and generates reports/labels requested by the public. Also
staff is the County Treasurer’s Office helps file paper copies of
processed deeds and data entry on valuation changes. Since 1999 the
County Treasurer’s Office assumed all the tax preparation work which
since 2001 includes printing laser jet printed tax bills and related
reports for delivery to the local treasurers.
Parcel splits per year average between 300-400. Parcels changed per
year average between 4,000-5,000. Valuation changes per year average
between 8,000-10,000 parcels.
Our office parcel list (which we use as our yearly work copy) is
accessed/edited on our PC network through the use of ALVA software.
For backup reasons, we still print a copy for department use. In
2001-2002 all assessment reports were converted from large costly
11x15 state prescribed paper size to the inexpensive letter size paper
printed on the laser jet printers. Projection plans exist to convert
to a different assessment and tax software system in 2003 or soon
thereafter and have the City of Eau Claire share the same hardware and
software platform. The City of Eau Claire maintains their our real
property list and always has though comments have been made in recent
years to have the county assume the city’s parcel list.
To name a few- this Real Property Lister performs the duties of:
coordinating the assessment process, ordering all assessor forms, work
with IS Department on program enhancements/changes, maintaining
primary and secondary Parcel Identification Numbers, updating property
road lists and parcel addresses, typing letters on unique parcel
problems, sending out monthly updates to local assessors, process all
CSM and platted parcel splits to multiple data lists and noting
changes to parcel maps for future updating.
Eau Claire County covers 655 square mile and consists of 13 townships,
3 cities and 2villages. For 2001, the estimated population estimate
for the county was 94,000. The county’s 2001 equalized value was
4,508,935,400. For 2002, this division, with the exception of the City
of Eau Claire will handle 24,800 real estate parcels and 1,000
personal property records. For 2002, the City of Eau Claire’s
Assessors Office will handle 21,000 real estate records and 2,200
personal property records.
We are currently maintaining/updating parcel maps overlays (done in
ink) 32x32” using rectified aerial photos (1980-1987) as a back drop.
Since 1998, we started retiring these 1980-87 parcel maps as we
completed new digital COGOed parcel maps produced by Ruekert-Meilke.
In 1998 the Town of Union (about 36 sections) was the first to be
completed. Next, in 2000 the City of Altoona (lying east of the City
of Eau Claire) was completed. By the end of 2002, two congressional
townships will be completed (Twp 27 –Rge 9 & Twp 26 – Rge 9).
Our new digital COGOed maps are done on a Microstation/Intergrap
platform using the county’s remonumentation data and digital Ortho
photos as a reference. In conjunction with our remonumentation
project, the county is gradually flying digital Ortho photos (five
congressional townships have been flown since 1997). Currently, the
City of Eau Claire is using Intergraph. The goal is to eventually
create a seamless parcel map of the entire county. We hope to complete
this GIS project in 8-10 years using mostly outside contracts to
create these digital parcel maps and thereafter in-house staff would
maintain and update them.
Eau Claire County continues to contract with West Central Regional
Planning to maintain a generalized parcel map of the entire county
which in turn is linked together with our parcel data. Together, this
data has been placed on the county’s Intranet using Auto Desk Map
Guide. This is strictly a county parcel map for planning purposes and
is in no way survey accurate. If funding is available in 2003, we are
looking to move this Auto Desk Map Guide onto the Internet.
