In Clark County the County
Treasurer is also the Real Property Lister. I have been in office
since 1993. In addition to the treasurer, the office has two full-time
staff members: Deputy Treasurer/Tax Lister and Tax Lister I. We are
responsible for all the duties of the treasurer, all the duties
involved with property listings as well as tax deeding from start to
sale.
Clark County covers 1,222 square miles and includes 33 townships, 5
villages and 7 cities. The 2000 estimated population of Clark County
was 33,557. The office handles approximately 34,000 parcels. We handle
around 2,200 transfers, etc. each year.
Clark County uses an IBM AS/400 computer with PC networking for the
land information system. The software we use is through ACS (formerly
Business Records Corporation) from St. Cloud, MN.
Clark County’s Land Information Program is making some progress. We
have a full time GIS Specialist, a full time Surveyor and an assistant
Surveyor working for the County now. In May 1997 we had aerial
photography done and the surveyor is busy setting and replacing
corners. Our county through our land information program contracted to
have the initial parcel mapping done. It took several years to get it
all completed due to time and money issues. The parcel mapping updates
of the townships will be completed this year. The plan is to do the
mapping in-house once the initial project is completed. This will
depend on staff time and abilities, as I will have all new staff this
year. |
